It would just evolve. The anime is different from the games on most parts and how things work differ between the two. We all know that if a pikachu were to go against a brock by itself in the video games it will most likely lose as its electric moves wont be the least bit effective, while in the show however it was able to use its electric attack to eventually win the gym battle.
