Does water pulse lower attack and have a chance to confuse?

Water Pulse does not lower the foe's attack. However it does have a 20% chance to cause confusion.

I just used water pulse through secret power on a wild Seaking and it lowered it's attack!!!

P.S. This attack came from my Rosarade and it was the first attack.

That was not Water Pulse. Secret Power changes its look and effect depending on the enviroment. Other than that it is the same. When you are in Water, Secret Power has a 30% chance of lowering the foes attack. It does not have a chance to confuse in this case though.
