Yes, that is exactly what chaining is. You basically keep finding the same Pokemon over and over again and your chances of finding a shiny Pokemon increases.

um, what is that?
The PokeRadar is something you receive post-game. Head to Sycamore's Lab in Lumiose City and on 2F (I think) some woman will give it to you.
She will also tell you to find a particular Pokemon in return for a PokeBall. I think. xD
