First off, you almost never want to set-up in double-battles, so forgo Swords Dance. Also, Scizor is likely to have Technician, so Bug Bite and Bullet Punch are better than X-Scissor and Iron Head. Now if you want type coverage you should use Brick Break. Starmie is a great teammate for Scizor, with plenty of additional tpe coverage and the ability to deal with Fire types.
