Is it possible to get shiny legendaries in the new games?

Question

Is the chance of finding a shiny legendary Pokemon lower than finding a normal shiny Pokemon?

Also, is it true that there is a shiny lock on legendary Pokemon? Is it possible to get shiny legendaries WITHOUT gameshark, etc?

I propose it is not possible to get the shiny legendaries of X and Y, simply because no one over the internet has found a shiny Xerneas, Yveltal or Zygarde yet. There is just a shiny lock, carrying over from the previous generations. Sorry. D:

This hasn't been confirmed, and there are no signs of any Shiny Legendaries over GTS. Note that Zekrom, Reshiram, and Victini have been programmed to not appear shiny. Perhaps Game Freak carried this trait over to X & Y. Besides, Xerneas and Yveltal have cinema that have 3D Rendering unlike the other ones from Gen 1 to 4. Until someone shows proof of this, the answer will be anonymous.
