Wide Lens boosts by 10%, raising accuracy to 82.5% for Dragon Rush
Zoom Lens boosts by 20% (if moved last), raising accuracy to 90% for Dragon Rush

Garchomp will want a better item most of the time , so using Dragon Claw or Outrage would be a better idea in my opinion.

Seeing as you're playing Platinum, Hone Claws is not available so these items are the only way of boosting accuracy. However, Garchomp usually wants a better item, so Outrage or Dragon Claw for more accuracy would solve the missing issues. For example:

Garchomp@Choice Scarf
Ability: Sand Veil
EVs: 4 HP/252 Atk/252 Spe
Nature: Jolly
-Outrage
-Earthquake
-Stone Edge
-Dragon Claw/Fire Fang

Or

Garchomp@Life Orb
Ability: Sand Veil
EVs: 4 HP/252 Atk/252 Spe
Nature: Jolly
-Swords Dance
-Outrage/Dragon Claw
-Earthquake
-Stone Edge/Fire Fang

u said 10% so then shouldn't it be 85% becoz currently its 75%
10% of 75 = 7.5
75 + 7.5 = 82.5% accurate
Also, if you want to use Garchompite or another item, Hone Claws gives you 1.5x Attack and 100% accurate Dragon Rush after one boost.
Updated as I now know you're playing Platinum :)

Actually, I wanna put my opinion on this.

I assume you will want your Garchomp to hold the Garchompite, no?
Well, you can't hold two items at the same time. So, why don't you keep the Garchompite on the Garchomp, while also using Hone Claws?

I mean, Mega Garchomp is quite bulky therefore you should have enough time to hone them' claws before doing a Dragon Rush. Plus, Hone Claws will also boost it's already huge Attack stat. Dragon Rush will definitely be a big move on your moveset.

So, I would recommend getting TM01 onto your Garchomp.

Hope I helped. :)

No Earthquake O.O? Bad Indigo!
Garchomp@Garchompite
Ability: Rough Skin
EVs: 4 HP/252 Atk/252 Spe
Nature: Jolly/Adamant
-Hone Claws
-Dragon Rush
-Earthquake
-Stone Edge

Just to fix the moveset on the post, if you definitely want to use Dragon Rush. :D
Earthquake STAB. I never thought of that.
I just thought of coverage for the Fairy-type. With Crunch, everything would be nicely covered. :3
Dark isn't very effective on Fairys...Maybe you meant Iron Head?

The only items that currently boost accuracy are the Zoom Lens and Wide Lens. Also Garchomp can get Hone Claws which raises the accuracy and attack.

If you don't want to waste a move using vitamins (X Accuracy) you can use moves that raise your Pokémon's accuracy or have your Pokémon hold an item that boosts the stat such as a Zoom Lens.
