Is a level 63 pikachu (Max Speed) quick or a level 62 Garchomp quick?

I'm battling cynthia and I need to use Iron tail FIRST so Ive given max carbos to my pikachu,will my pikachu attack first?

Why are you taking on a Garchomp with a Pikachu O.O?
Apart from that why are you using Iron Tail on Garchomp? You do realize it will be dealing 15% damage at best?

Well Ill say this you may be able to attack first but it won't finish him of in one blow the next turn Garchomp will finish you off with Earthquake. I would recommend using a Weavile or a good Ice type.

thank you but i just need to lower its hp....ive got a buizel waiting for an ice punch

Buizel won't be able to kill it with Ice Punch despite it being 4x super effective. Buizel is really weak and will have little investment, Garchomp however has full ivs and is naturally bulky. lol it will be doing about 60% at best :P

Cynthia is a tough champion... toughest I've battled so you have two Pokemon that's not fully evolved you may not make it :/.

Level 63 Pikachu, 31 IVs, 252 EVs, Speed Increasing Nature - 195 Speed
Level 62 Garchomp, 31 IVs, 252 EVs, Speed Increasing Nature - 209 Speed

Garchomp would be faster according to here.
