How to permanently keep my pikachu out of its pokeball?

I Sometimes have to place different Pokemon in the lead of the party but that means they will pop out for for a walk :( is there a way to permanently keep my pikachu out of its pokeball in heartgold???

Nope, sorry. The Pokèmon in the front of the party will always be the one out of the Pokeball.

this sucks......they should have given an In-party option named "Walking Pokemon".....that would have been much much better :P
