Outstanding potential how do I breed for it?

Am playing BW2 and I have a swampert with brave nature(female)
She has superior portential,whist the important Pokemon in focus is
My outstanding swampert (male) with outstand portential.

How do I breed go get young pkmn with outanding, so far I keep
Getting superior.and thats a little sadening:(

Ps:am getting ready for the pkmn x and y transfer.

Second how'd you max out a Pokemon stats via pokrus and power
Items? I do just that. In fact I use Pokemon victims/mineral items
And the stat boosting feather like things.
