Who's on the picture?

Now I was playing pokemon crystal I stopped at the Ruins of Alph and I tried moving the panels but I didn't know who the picture is supposed to resemble I checked the description and this is what it said "A pokemon that hid on the sea floor. It's eyes scan the area." Does anybody know of such a pokemon? Please give me an exact answer no guesses. P.S why does the Unown pattern say "Escape"?

it says escape cuz once you use escape rope in the room theres a secret door that opens
