I just saw it and it could learn trick-or-treat twice. How can it learn a move twice

If you mean Trick-or-Treat shows up twice in it's level-up moveset, that's so you have the opportunity to learn it twice. So if it forgets it, then it can learn it at a higher level without the Move Relearner. As far as I know, no Pokemon can have two of the same move at any given time.
