PokeRadar X and Y Glitch?

Every time I try to use the PokeRadar, It shows the" mom said theres a time and place for everything..." quote. Why?

Are you using it in the tall grass?

You have to be standing in tall grass you to use it. If you aren't then you will get the above message and it won't do anything.

Fixed it!!!! If u use roller skates and try pokeradar it doesn't work
