Are Mega Evolutions only for fully evolved Pokemon?

I'm fairly sure it'll only happen for fully evolved pokes, but I have heard otherwise, so I'm looking for confirmation.

Like, Mega Charmeleon? It is very unlikely. NFE Pokemon have no reason to get Mega Evolutions, except for Pikachu and the like.

However, it is confirmed that some Pokemon that aren't fully evolved three stage lines, such as Mawile, do get Mega Evolutions.

A certitude is that Pokemon introduced in Gen VI (e.g. Talonflame) won't get any Mega Evolution.

There is no confirmation. But it is very likely that NFE's will not get Mega Evolutions.
