Unfortunately, the starters are starters, meaning you can only find them at the start of the game, like all starters.

You can always trade a starter from LeafGreen, if you have LeafGreen, or you can breed the starter Pokemon if you have access to the Sevii Islands, if you don't want to get rid of your original starter.

LeafGreen is your only source of trading Kanto Starters, so if you want all the starters, trade over your starter from LeafGreen, then restart, and then choose the last starter you need, then trade it over, and such x3

I thought the info I added was somewhat relevant, since if you wanted a Kanto starter in a Gen III game your only sources ARE FireRed and LeafGreen, so... I wasn't exactly 'greedy'. I was more 'helpful'. >:) You're welcome.

Nope. Both of them are only available with starters. Starters are never found in the wild in any games, and will probably never be available in the wild.

And yes you can trade for them, as you can trade for any Pokemon.
You could trade one from LeafGreen that you got as your starter if you have that game, as that's the only game you can obtain them in without trading beforehand. If not, you can always trade from another Gen 3 game, if you have one there somehow.

If not, try a friend and see if they have one, or can breed one for you. Also check out the DB Chat Room and you may get an offer, although most people tend to trade on B/W or B/W 2.
