How can I get to that Torterra?

Question

In Pokemon Ranger Shadows of Almia, I can see a Torterra up somewhere. But to get to it, I need a Pokemon with 3 Cut. Where can I find one?

There are 12 Pokemon that can learn x3 Cut. They are:

Roserade
Shiftry
Starmie
Umbreon
Leafeon
Fearow
Vileplume
Bellossom
Scyther
Sceptile
Gabite
Togekiss

You can just Control F their names to find their locations here.

Also note their are some Pokemon that can learn Cut x4 (Scizor, Weavile, Absol, Flygon) and even Cut x5 (Gallade).
