Can pikachu learn the move volt tackle in Pokemon platinum??

Yes, go to the Mansion's back garden near Pastoria City and get 1 Pikachu/Raichu with a light ball and another one without the light ball, and then breed them in the Day Care centre in Solaciontown near Hearthrome city and there should be a level 1 Pichu with Volt Tackle.

Yes, just breed a female Pikachu when holding a Light Ball, and you have a Pichu with Volt Tackle. Do note that Pikachu rarely hold a Light Ball, so you won't need to trade as long as you have the stamina to catch multiple Pikachu from the Trophy Garden. XD
