Would power bracer/belt/lens ect. affect leveling Pokemon up with rare candies?

For example say someone was rare canding their whatever to level 100 and the Pokemon has a power anklet. Would that increase speed when it levels up?

No.

Giving a Pokemon a Rare Candy does not count as defeating a Pokemon, so if you have a Power item on the Pokemon you would not gain the 4 EVs. At level 100 it takes 4 EVs to get a stat point, so if it doesn't get those 4 EVs you won't get the extra stat point.
