Is black sludge obtainable in Black/White 2?

I really want to use it for my Gengar, But I can't seem to find it. Can it even be found in Black/White 2?

You will need Surf, and it's only available in Spring and Summer.

Enter the Castelia Sewers and find Janitor Felix.
Go southwest of Janitor Felix to find a Max Repel.
Then, head west of the Max Repel to find your favoured Black Sludge.
