What is tyraniar's tier?

I heard on smogon that is OU, but I think it would be in Uber because his base stat is 600 and his attack is in the top ten.

Tyranitar is Overused (OU). He's been OU since gold/silver

I think he is not Uber because of low speed and several weaknesses (4x fighting plus 2x water, grass, bug and steel)

Plus, because of an average Special Attack stat, his type coverage isn't very up-to-par with other 600 Dragons.
