How do you catch other trainers pokemon?

My friend can catch other trainers pokemon but I cant! the trainer just says "dont be a thief" and hits the pokeball back. is it possible to catch trainers pokemon and how do you?

I always found it ironic that if you try to steal the rival's pokemon in gold/silver, he'll say, "Don't be a thief."

He's hacking the game to make that possible. Trust me, it may sound cool, but it really isn't.
