While I was looking on serebii.net, I can det those Pokemon but I must have a mistic ticket. If the event is passed, where I can get one?
Apart from the Mystic Ticket Event, you can get Ho-oh in Pokemon Colesseum and Lugia in Pokemon XD Gale of Darkness, both for the GameCube. Beware you need a special cable to trade between the Game Boy Advance an the GameCube. Also note that these Pokemons is considered event-only in Gen 3, and thus aren't needed to complete the National Pokedex.

Unfortunately, you can't get one without the event unless you hack your game. An alrtnative would be to trade with a freind who has them and would be willing to give them to you.
