Is the lost tower and the celestial tower the sinnoh and unova versions of the lavender town Pokemon tower?

My understanding is that most Pokemon regions have somewhere for the dead (Pokemon) to rest in peace.
Although Johto doesn't to my knowledge and i'm not sure about Hoenn either.
But I don't think that Lost Tower / Celestial tower are directly linked to the Pokemon Tower in Lavender town. I believe it is just a place for trainers to let their Pokemon RIP.
Maybe GameFreak think like that. ;P
