It was a mystery gift event via WiFi that already ended 12:00 am EST, April Fools in 2011. You'd go to Mystery Gift, wfc, connect, start up your game, and go to a Pokemon Center. There would be a messenger whatever person inside, and he'd give you the Jester Pikachu.
