Does using growl basically cancel out the opponent's tail whip?

Like if it's Charmander vs Squirtle and in one turn Squirtle uses Tail Whip and Charmander uses Growl, is it a stalemate?

Yes, it does,because Growl lowers the attack by one stage, and Tail Whip lowers the defense by one stage. So, unless you switch one out, then the lowered stats cancel each other out
