Electivire is better than Electabuzz. The biggest reason is that Electivire is substantially more powerful, due to its base 123 Attack stat and ability to use a power-boosting item without sacrificing bulk.

252 Atk Life Orb Electivire Wild Charge vs. 0 HP / 0 Def Arceus: 157-187 (41.2 - 49%) -- guaranteed 3HKO
252 SpA Life Orb Electivire Thunderbolt vs. 0 HP / 0 SpD Arceus: 133-157 (34.9 - 41.2%) -- guaranteed 3HKO
252 SpA Electabuzz Thunderbolt vs. 0 HP / 0 SpD Arceus: 102-121 (26.7 - 31.7%) -- guaranteed 4HKO

Electivire also gets access to coverage moves that Electabuzz doesn't, such as Earthquake and Darkest Lariat.

If you are specifically looking for an offensive pivot (and you can't use a better Pokemon), then Eviolite Electabuzz may be better than Electivire due to higher bulk and speed. But Electivire is more proficient in its role than Electabuzz and years of history backs this.

Sike. Electabuzz with Eviolite is p good in NU, while Electivire is mediocre in RU.
Have it your way. But face it, Electivire is better. He is in RU and not NU for a reason.

Personally, I think it depends on whether or not you care about having a smaller Attack stat. Electivire is a little slower though, so if I had to choose, I would go with Electabuzz w/ Eviolite and give it a specially-based moveset.

electivire is slower than Electabuzz so its those High stats are sh*t, If it does not get an opportunity to use them, Motor drive is not enough to outspeed some opponents even if it does moves first it and uses wild charge it has recoil damage , and it can also weaker to ability like Flame body, intimidate . while Electabuzz can use thunder(in Rain teams) and does not get crippled by burn status or intimidate, it also gets Tanky with Eviolite. It also use Tm moves like Psychic, Volt switch, Focus blast for coverage.

      Electibuzz is way better
