Best place to train a Chimchar?

I need a decent infernape so I can use it in the PTW

Well, I would recommend giving it an exp.share and taking it to the elite four but be sure to have some powerful Pokemon. But you might prefer to evolve him to infernape first. So, I would recommend battling in wild grass especially the rustling grass since there will be an Audino then going to Black tower or white tree hollow and train him there but I hope you have really strong Pokemon since the trainers have Pokemon of levels over 70.

I train almost all of my Pokemon at Route 3. If you run around, not in, the tall grass, the grass will start to shake. There is a big chance that this will be Audino. Have your chimchar hold a lucky egg. Fight Audino and immediately switch to a strong Pokemon. (You could also use a repel to find shaking grass.) This is tried and tested by me and my very high leveled Pokemon.

If you want it to be EV trained go to Advanced above and click EVs, go to EV training locations.
