Reshiram @ Choice Scarf / Lum Berry / Life Orb
Ability: Turboblaze
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
- Blue Flare
- Dragon Pulse
- Shadow Ball
- Focus Blast / Flame Charge

Sun Glasses

Reshiram @ Choice Specs
Ability: Turboblaze
EVs: 252 SpA / 252 Spe / 6 HP
Timid / Modest Nature
- Blue Flare
- Draco Meteor / Dragon Pulse
- Solar Beam
- Focus Blast

Use with Sun Support. This set is all about doing ridiculous amounts of damage. Blue Flare is super strong STAB in the Sun! Draco Meteor is STAB + Switch while Dragon Pulse would be for continued use. Solar Beam is powerful coverage. Focus Blast is strong coverage. Just to give you an idea of how strong this is, in the Sun Reshiram's Blue Flare can 2HKO full Special Defense and HP Lugia with Multiscale.

If anyone is wondering why I did not put in Shadow ball it is because, even though it has awesome coverage in Uber, Blue-flare hits harder on anything that takes Super effective damage from Shadow ball except on Giratina and Lati@s who take super-effective damage from Dragon-pulse/Draco-meteor.

Super-effective Shadow-ball = 160 Base power
Neutral Reshiram Blue-flare = 195 Base power (292.5 with Sun)
why would you do attack stats when your skill is sp atk?

Turbo Reshiram

Reshiram @ Leftovers
Ability: Turboblaze
EVs: 252 SpA / 252 Spe / 6 HP
Timid / Modest Nature
- Flame Charge
- Blue Flare
- Dragon Pulse
- Psychic / Hidden Power [Ground] / Shadow Ball

Flame Charge has no offensive use on this set; it is for raising his speed from Decent to great. Blue Flare is the Fire STAB of choice and it is VERY STRONG STAB at that. Dragon Pulse is also STAB. Psychic / Hidden Power [Ground] / Shadow Ball choose your coverage move.

psychic and shadow ball doesnt even cover anything for reshiram. he has 3 weaknesses: Dragon, which is easy to cover, rock and ground. psychic is good against fight and poison, ghost is good against ghost, fighting, psichic, so two of the three coverage moves you wrote there arent even coverage.
Coverage does not necessarily mean coverage over your weakness. BTW Ghost is not Super-effective on Fighting :P

Ok here is my favorite pwning beast which is best served under the sun:

Reshiram @ Choice Specs
Ability: Turboblaze
EVs: 252 SpA / 4 HP / 252 Spe
Modest Nature
- Blue Flare
- Fusion Flare
- Dragon Pulse
- Draco Meteor

Ok, so many people are think, what the... no coverage? But Fire and Dragon have perfect coverage! Blue Flare is the best STAB move of choice, and under the sun will OHKO anything that does not resist it, excluding the pink blobs, and leave massive dents in those that do. Fusion Flare may be weaker, but with its 100/100 typing, he doesn't need to worry about missing his target. Dragon Pulse is also STAB and will leave hole in your opponents team that will stay forever! Draco Meteor is a favorite though because the first one will OHKO almost anything in the Ubers tier excluding bulky types like Lugia, Ferrothorn, Arceus-Steel, and few others.

Reshiram @ Power Herb
Ability: Turboblaze
EVs: 252 Spe / 252 SpA / 6 HP
Modest / Timid Nature
- Blue Flare / Fusion Flare
- Dragon Pulse
- Solar Beam
- Earth Power

Blue Flame/Fusion Flame: STAB Power or Accuracy?

Dragon Pulse: Dragon STAB, best for UBERS

Solar Beam: Coverage with item Power Herb for one turn use.

Earth Power: Coverage, good Ground attack

Alright, this is a bit late, but,

Reshiram @ Charcoal
Ability: Turboblaze
EVs: 252 SpA / 252 Spe / 4 HP
Modest Nature
- Blue Flare
- Dragon Pulse
- Solar Beam
- Sunny Day

Blue Flare, amazing power and STAB
Dragon Pulse, pretty good power and STAB
Solar Beam, Rock/Ground/Water coverage
Sunny Day, boosts Blue Flare and makes Solar Beam take one turn

After using Sunny Day, Blue Flare will do 210% damage. That makes it do 273 damage with STAB, Charcoal and Sun boost.

Reshiram @ Flame Plate
Ability: Turboblaze
EVs: 76 HP / 124 Def / 124 SpA / 92 SpD / 92 Spe
Modest Nature
- Ancient Power
- Blue Flare
- Fusion Flare
- Dragon Pulse

Fusion Flare and Blue Flare are great moves and are both signature moves, while Ancient Power is there for stats and coverage. Enjoy!

Reshiram @ Leftovers
Ability: Turboblaze
EVs: 252 HP / 252 SpA
Modest Nature
- Defog
- Blue Flare
- Dragon Pulse
- Roost

Defog: Gets rid of hazards as well as lowering their evasion which essentially makes you more accurate
Blue Flare: Strong move, STAB, Accuracy increase with defog
Dragon Pulse: STAB, decent power, Dragon/Fire is great coverage
Roost: Heals Reshiram up

Definitely a strong Pokemon. Stronger than Zekrom? Maybe not, but powerful nonetheless. Its Ability does affect Heatran, who I doubt you will see much in Ubers but useful nonetheless. It bypasses Multiscale and Blue Flare can burn, which is bad for Zekrom.

Well I went for a bit of a controversial special attacker set:

Reshiram @ Power Herb
Ability: Turboblaze
EVs: 252 SpA / 252 Spe / 4 Def
Modest Nature
- Dragon Pulse
- Flamethrower
- Solar Beam
- Roost

So this is meant to be a special attacking Reshiram. It runs on Flamethrower as opposed to Fusion Flare and Blue Flare, as Flamethrower has less power but 3 times the PP. THREE TIMES THE PP!! That overall adds up to more power! Solar Beam is to kill those Rock and Ground types, and executes in 1 turn with Power Herb. Dragon Pulse just kills other Dragon types. cough cough Zekrom.
I love Reshiram - with this it's a beast!

Sunny Sweeper Reshiram
- This Reshiram and its moveset can be used in Fire type monotype team or a Drought team ONLY.
- If there is no Sun, you can consider giving the Power Herb item to Reshiram

Reshiram @ Life Orb / Choice Specs / Choice Scarf
Ability: Turboblaze
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Blue Flare
- Ancient Power
- Draco Meteor
- Solar Beam

Blue Flare for STAB and burn, Ancient Power for the major stat boost, Draco Meteor for high damage, STAB, last hit before fainting, countering Reshiram's Dragon weakness. Solar Beam for both Rock and Grass coverage.

I've hoped I've helped!

- Psychic

For all those with an Adamant or Jolly Natured Reshiram: I got ya

Reshiram @ Life Orb / Lum Berry
Ability: Turboblaze
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant / Jolly Nature
- Stone Edge / Roost / Steel Wing
- Flare Blitz
- Outrage
- Dragon Dance

With nice Speed, it can outspeed most things with a +1 boost. Outrage is powerful Dragon STAB and so is Flare Blitz. Roost can be used to heal off Flare Blitz damage. Stone Edge is basically the best other physical move, but if you want coverage, use Steel Wing (altho 70 base power ain't so good).

Reshiram @ Protective Pads
Ability: Turboblaze
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Dragon Dance
- Outrage
- Flare Blitz
- Substitute

This thingy is outclassed in EVERY way possible by Kyurem-White in special sets, so I went to physical. Dragon Dance boosts its 120 Atk to gargantuan levels. Reshiram is chosen, not because of its stats and movepool, mainly because of its awesome STAB combo, since Dragon+Fire wrecks most AG teams, consisting of Necrozma Dusk Mane, Zacian-Crowned, Zygarde, Eternatus and Ferrothorn. Outrage OHKOes all Eternatus set at +1, while Dragon Claw can be chosen against Xerneas, to prevent Geomancy. Flare Blitz is awesome power. Protective Pads helps against Rocky Helmet Dusk Mane and Iron Barbs Ferrothorn.

Why Modest Nature with  no EVs in Attack but Flame Charge?
And also why 2 IVs in Attack if you're going to use a Physical move? I guess for Hidden Power, but still, it kinda defeats the point.
~Megaltaria~:Flame charge only has 50 power, so there's no point having a nature that lowers defense for it. (Its just for the speed boost)
Gladion Aether: you basically answered your own question, hidden power.
Also, what Generation? Hidden Power doesn't exist in Gen 8 (except Nat Dex formats).
But 90 base speed plus 252 Spe doesn’t really shout out, ‘I need more speed because without it I won’t be able to outspend many opponents.’

I suggest using Focus Blast or Earth Power for Rock coverage, or idk just not Flame Charge
90 base Speed is pretty average- but when considering Scarfs and stuff that boost Speed, 90 252+ Speed is on the slower end of the Speed tier. If this is is gens 5-7, there are plenty of things that out-speed it in Ubers even when it maxes out on speed. Things usually consider boosting their Speed unless their Speed stat is base 120 or higher, and sometimes those still carry stuff like DDance to outspeed scarfers. :P
Still.
Staka is right. Look at the Uber tier. It doesn’t outspeed much with 90 base.

Reshiram @ Firium Z

Modest Nature
- Blue Flare
- Draco Meteor
- Roost
- Protect

Oh boy. My favourite Pokemon.

Reshiram @ Life Orb
Ability: Turboblaze
EVs: 4 HP / 252 SpA / 252 Spe
IVs: 0 Atk
Timid Nature
- Draco Meteor / Dragon Pulse
- Blue Flare / Fusion Flare
- Solar Beam
- Roost

Analysis
Life Orb makes Reshiram's attacks greater with its awesome 150 Sp. Attack.
Turboblaze hits Pokemon regardless of their ability and is Reshiram's only ability.
Modest boosts Reshiram's great Special Attack.

Draco Meteor is very strong STAB but it falls off because of the -2 Sp. Attack drop. Use Dragon Pulse for no Sp. Attack drop.
Blue Flare is awesome and has no downside besides the fact it has a 15% chance to miss. Fusion Flare doesn't miss if the opponent does not lower your accuracy or raise their evasion.
Solar Beam takes care of Reshiram's two main weaknesses: Ground and Rock. It also takes care of the Water types that hit it neutrally.
Roost helps Reshiram heal back to full health if it ever gets low due to Life Orb.

This Reshiram should ideally be used on a sun and Tailwind team. You got Blue Flare being boosted to mind boggling amounts of damage and you have Solar Beam's one turn attack to take care of Reshiram's weaknesses. Tailwind takes care of Reshiram's good Speed.

Gen 7 ubers / Gen 7 AG / National Dex AG
Tailwind sweeper:

Reshiram @ Flyinium Z
Modest Nature
Ability: Turboblaze
EVs: 100 HP / 4 Atk / 252 SpA / 152 Spe
- Blue Flare
- Draco Meteor
- Tailwind
- Stone Edge

Z tailwind sets up Tailwind and increase crit ratio by 2 stages. How it's helpful: you almost completely ignore the s.atk drop by Draco meteor!
Blue flare and Draco meteor are STAB. Stone edge for pesky Ho-ohs.
Calcs:
Vs primal groudon:

252+ SpA Turboblaze Reshiram Draco Meteor vs. 0 HP / 100 SpD Groudon-Primal on a critical hit: 382-450 (112 - 131.9%) -- guaranteed OHKO

Vs Ho-oh:

4- Atk Turboblaze Reshiram Stone Edge vs. 252 HP / 204+ Def Ho-Oh: 248-292 (59.6 - 70.1%) -- guaranteed 2HKO after Leftovers recovery

AND that's defensive Ho-oh. Guess what will happen to offensive Ho-oh? (Answer: OHKO)
Vs primal Kyogre:

252+ SpA Turboblaze Reshiram Draco Meteor vs. 0 HP / 0 SpD Kyogre-Primal on a critical hit: 259-306 (75.9 - 89.7%) -- guaranteed 2HKO

Primal Kyogre is its best answer. Yet it can't switch into it.
Hope I helped!

Gen 5-8 Reshiram

Reshiram @ Life Orb
Ability: Turboblaze
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
- Blue Flare / Fusion Flare
- Dragon Pulse / Draco Meteor
- Focus Blast
- Solar Beam

- Blue Flare STAB good 130 power and 20% chance to burn the target but (beware the accuracy)
- Draco Meteor STAB also good 130 power but (beware of the power drop) and small chance to miss.
- Dragon Pulse & Fusion Flare are safer options Dragon pulse may only have 85 power but it still does decent damage and has perfect accuracy. Fusion Flare has a power of 100 and 100% accuracy which is good as well.
- Solar Beam Coverage against rock ground and water tho you may need to use sunny day or have a drought user so solar beam will activate instantly.
- Focus Blast Extra Coverage and to take advantage of Reshiram's good special attack.

Good teammates for this set include Primal Groudon, Xerneas, Yveltal, and Mega Salamence just to name a few.
