Why is the level from Erika to Koga so high in Pokemon Yellow?

I'm at level 38 ( all Pokemon ) and then suddenly I reach to Koga and his levels are way high like level 44-46 and then I win straight away. Why does that happen? Was I meant to level up more higher? If so then Sabrina would be hard to, right?

Well, some parts of the game are purposely made harder for you, so the game challenges you to shed a few more levels onto your Pokemon. If you don't, well you'll have a hard tome beating the game. It's intended by GameFreak, as the game would be a tiny bit boring if you knew all the levels.
