I would say Staraptor, because of its really powerful STAB Brave Bird and Close Combat, and U-turn to add icing on the cake.
Staraptor also has both a nice speed and attack stat.
Further, Staraptor also has two nice abilities in Intimidate and Reckless, the latter boosting Brave Bird to ridiculous levels especially if you add a choice band.
Togekiss is more for haxy players, who like to flinch their way to victory. This plan is not fool proof, and haxy players are annoying anyway. Sure, Togekiss kinda has some nice bulk, but still. Here's a nice set for Staraptor:

- Return/Double Edge
Choice Band could also be used, depending on if you need a powerful attacker or a nice scarfer. Return is used as a secondary STAB, when you don't want your defenses lowered or don't want recoil. Double Edge could also be used if you feel the need for more power. Brave Bird is STAB, and not a lot of things in OU resist it. Close Combat helps take down steel types and Tyranitar, while U-turn can give you momentum while also doing some damage. Intimidate helps against attacks like Scizor's U-turn, Gyarados' waterfall, but Reckless kinda turns Staraptor into a weaker but faster CB Staraptor. If you go with Reckless, Double Edge works well instead of Return. I would go with Intimidate, then if you feel that it can't take hits anyway (you still need to play it right), then you might consider Reckless.
