ok I watched in youtube that if you do the following
open the browser enter the following url http://bit.ly/PM1Ray
disable the auto obtain dns and enter 204.45.29.54
then in game black or white 2 select to trade in a pokecenter and you get a
rayquaza ( the video says it varies
my question is that true?

yes this is true if you mean PokEdit and it is 100% safe but you not only get rayquaza you can get all Pokemon and all items
