Shadow Ball and Hyper Beam in Gen III: physical attacks?

my wobbuffet can deflect hyper beam and shadow ball with counter in Emerald. are they physical attacks in generation III?

Yes, they were Physical in Gen III. Back then the move categories were based on the type, not different for each move. More details here.
