There is no official wording on what moves are banned, it' ussually preset by the two people before the battle. but in general these moves/items/ are typically banned:

-Any moves that raises evasion like double team or minimize.

-OHKO moves like sheer cold or fissure.

-Mind reader/Sheer cold Articuno.

-Skramory/Blissey combination double battle.

These items tend to be banned:
- Brightpowder
- Quick Claw
- Focus Band
- King's Rock
- Focus Band
- Stick
- Razor Claw
- Razor Fang
- Lax incense

In the little cup:

-Set damage moves like dragon rage and sonicboom are not allowed.

-the deepseatooth is banned as well.

There are likely other bans people might impose, like using entry hazards, but it just depends on who you're battling. Though in nintendo tournaments, OHKO moves are banned.

In nintendo tournament OHKO moves only are banned, or OHKO and other moves.
I ban switching unless through a move.
You ban swithching. Why don't you just let your opponet switch for and advantage, if you think it is bad to switch.
Why can't you have Skarmory and Blissey together?

In general, few moves are banned in VGC, including conventional Smogon bans like OHKO moves and evasion moves. That said, there are a few times when moves haven't been permitted in VGC. Note that some moves are implicitly banned if no legal Pokemon have them --- I'm only including moves that have been explicitly banned, either by themselves or through the banning of a Z-Crystal.

I think there were also a few months when string shot was banned because it was able to activate a game-breaking glitch, and it was unbanned when the glitch was fixed.
The more you know. Thanks!
