That's not very good, Psybeam is a weak low powered move without stab, and doesn't cover anything.
Shadow Ball also won't work too well with Surskit because it doesn't cover anything.
Bubblebeam is a low powered move, not the best idea.
Signal Beam is good though.
The moveset should be this:
-Scald - Stab, good power, good accuracy, chance to burn. Or -Hydro Pump - Great power, low accuracy, STAB.
-Signal Beam - Stab, good power, good accuracy, chance to confuse.
-Giga Drain - Good power, recovers HP.
-HP Fire - Good coverage
Or maybe if you wanna take a move out of those for
-Ice Beam - Good coverage, good power, chance to freeze.
It is a bad set, lol.

Surskit @ Eviolite / Life Orb
Ability: Swift Swim
Level: 5
EVs: 36 HP / 196 SpA / 20 SpD / 236 Spe
Modest Nature
IVs: 0 Atk
- Sticky Web
- Hydro Pump / Scald
- Giga Drain
- Ice Beam

Offensive Sticky Web set. Sticky Web helps to cripple otherwise menacing threats. Use Hydro Pump or Scald for STAB. Hydro Pump is for brute damage, while Scald can be used for the potential to mess up physical attackers. Giga Drain covers Rock types and keeps Surskit in the game longer, and Ice Beam covers Flying types. Use Eviolite to help Surskit stick around, or Life Orb to help it punch holes in a team.

Credit to Giga~Blade X for this one

Surskit @ Eviolite
Ability: Rain Dish
Level: 5
EVs: 36 HP / 80 SpA / 180 SpD
Nature: Calm
IVs: 0 Atk
- Sticky Web
- Rain Dance
- Protect
- Giga Drain

I decided to try making a LC moveset for Surskit :D

Sticky Web to start off, to slow foes for the battle upon switching. Rain Dance and Protect are good for this defensive spider to help stall -- its Rain Dish ability allows it to recover HP, and Protect would be good to use for protection against potentially dangerous moves and opposites, such as Vullaby. Finally, Giga Drain is a nice damaging move for Rock-type coverage, and preventing it from being subject to Taunt while also restoring HP. Its role is to stay in as long as possible.
