If a Pokemon would switch out and the next Pokemon KO the opponent, who would get the EVs?

They both would. Any Pokemon that gained experience points from a Pokemon gains EVs; so both Pokemon would get the EVs.

so does that mean if a golbat is defeated, BOTH pokemon get 2 speed points each, or is it some how split?
