What are the chances of Outrage hitting your Partner in Double-Battle?

I checked around, the odds of it hitting any pokemon are all 1/3.

Gen V's Triple Battles? In Triple battles, Outrage will likely hit one Pokemon at a time, but because of the Rotation aspect, the scope should be varying anywhere from 20-33% (The scope is dependant on the user's position in battle).
