Is this a glitch on White 2?

I was battling Marlon in the World Leaders in PWT,He had a wailord and a Jellicent, I had a lucario and a Electivire.Wailord attacked FIRST ?!, since he is a slow Pokemon how could he ouspeed my electivire and lucario ?

You might have had a Speed hindering nature and less IVs.

Speed hindering nature on BOTH pokemon. It could happen but it doesn't seem that likely.

Lucario, it would be a good idea to follow up on XtremeKiller's idea.

Possibly an item like quick claw, or a glitch.
