Well normally Technician is for sweepers, but with Poison Heal you have more choices. You can choose to sweep, (with Bulk Up), stall, (with Toxic and/or Spore), or a combo of both. Now, I'm not saying Technician is horrible, because you can totally sweep with Technician and get a 6-0 win if you play it right. But if you ask me, I would normally choose to go with Poison Heal.

This is a set from Smogon, and it works really well. You use Spore to but your opponent to sleep, try to get some Bulk Ups in, use Drain Punch and Toxic Heal to heal, and there you go. A great sweeper.

It depends on what you want out of brelloom. If you r going for subpunch you better choose poison heal! With poison heal you can not only heal and lengthen his time breaking the bones of Pokemon plus it prevents statusing your Pokemon,wich would make him dead weight. Also it allows him to switch in on poison spikes and predicted status moves.If you go poison heal consider using drain punch and spore to make him dangerous or usesubpunch with drainpunch and seedbomb/stone edge.If you go technician forcepalm,machpunch, bullet seed, and spore. Overall, poison heal is the better choice!
fyi:i use poison heal breloom and he really breaks stuff!
