What is the best Dragon type, including legendaries, stat-wise?

I really would like to know, and I do not want Arceus Dragon form.

As of the Indigo Disk:

Eternatus-Eternamax's 1125 BST is the highest, but it can't be used in any game. If you're looking for a usable Dragon type, Mega Rayquaza (780 BST) is the best.

The first Pokemon on this list that aren't mid-battle transformations are still Black and White Kyurem at 700 BST each.

Kyurem-B and Kyurem-W would be the ones, sporting a base 700 BST.

No it's Deoxys-Dragon form. It can be obtained if you breed an Arceus-Dragon with a Deoxys-Speed =3

No, its sunkern-dragon form obtained by teaching it draco meteor which it can only learn if its a dragon type thus you only see this vs hackers. It can't be registered in the pokedeex for some reason.
