Mike's answer is perectly relevant, and I agree with it completely, but there is one thing Dragonite could do to be fast. Dragonite leanrs a move called Dragon Dance, which raises it's speed stat. If it where to use Dragon Dance enough (6 times at max) it would probably be fast enough to get around fairly quick.
