Is my Bidoof glitchy or what?

I recently got a Bidoof from a trade. I leveled it up and it started to evolve. I stopped the evolution. Then I leveled it up a bit more. And it started to evolve again?! What on earth is going on?

If you didn't evolve it the level it was supposed to it will try to evolve every time it levels up unless it's holding an Everstone.
