Game freak made it that way. You should ask them, nobody here could know because I doubt someone asked the Pokemon company why some Pokemon aren't shiny. My theory is because it is a way for people to know if someone hacked or not. They hacked if you see a Pokemon that is impossible to be shiny that is shiny.
