How come Weavile learns only 1 ice type move through level up?

i mean it is an ice type Pokemon.

it only learns one ice move through Level up because thats how Game Freak's Crew designed it. But dont worry he learns plenty of ice type moves through TMs,Move Tutors, and other methods.
