Without a doubt, this is Hydreigon.

Let's look at his stats:

HP: 92
Atk: 105
Def: 90
SAtk: 125
SDef: 90
Spd: 98
BST: 600

It has the second highest BST after Arceus-Dark and tying with Tyranitar. It has excellent stats, and can run many different sets, such as Mixed Sweeper, Choice Scarf, Choice Specs, and SubRoost. It has a massive movepool: its too long to list, so look here for all the moves it has.

Hydreigon, by far :D

Not only is it the best dark type of its region, but it is tied for the highest base stat of all dark Pokemon! (excluding Arceus dark)

Hydreigon, Bisharp, Scrafty and Zoroark fit the criteria well.

Hydreigon has balanced stats and can run physical and special. It's movepool is exceptionally large and learns moves that cover many if it's counters. But Hydreigon easily outclasses the others.

Bisharp has an excellent type allowing it to take hits from many of Steel's resistanced such as the common Dragon STAB. It's movepool has decent STAB, but other than that it is rather lacking.

Scrafty, again a great choice, is the more bulky kind of Pokemon here. His movepool is very decent and with it's great defences combined with decent attack provide a good Bulky Attacker.

Zoroark also can be physical or special, however it's movepool isn't as large as Hydreigon's but is still of good use. It is also more frail than Hydreigon. But generally better it is better offensive than defensive as a sweeper.
