Just to elaborate on what I said about flags: don't think you're doing anything wrong when you flag something and it's not against the rules, so don't hesitate to do so if you're not sure. As long as you give the reason you're flagging it, ("I think this is/might be against the rules because _____" in a comment) it should be fine.
