The website proper is definitely active. As you say its design is just better than the alternatives. I would say its main problem is it's incomplete in various areas, and it's run by one person who is often too busy to keep up with it.
PokeBase is a different beast entirely. This community will always be smaller because it's more niche, but that's OK if it does a good job fitting that niche.

It’s coming along well. I’m about 70% done with part 3 right now (which is going to be the largest part), though progress right now is slow. I’m busy with college so it’s hard finding time to work on the game. I’m hoping for part 3 to be ready around late December, but I’m not enforcing a hard deadline because I don’t want to rush myself. Maybe some small ones, but in general I don't think big activity peaks correlate with release dates.
I think the biggest peak (2013) happened because of the site's redesign that year that tickled Google's fancy.

Also, I made a mistake on the Blissey set. Replace Thunder Wave for Soft-Boiled. That makes the Calm Minds more emotionally damaging.

You mad-lad! Gliscor is also mentally devastating for opponents. Only those without regard to their opponent’s possible mental health should use such a Pokémon.

This set is evil. You activate Toxic Heal by the Toxic Orb, then fling the same orb at your opponent and badly poison them.

Activity peaks were 2013-14 and 2020 I think. 2016-17 was the main lull. This year has been a bit quieter but I think we do very well for a 13-year-old forum.
