It's either Fraxure or Ledian. I think shiny Fraxure looks super cool but Ledian is a shade of orange (my favorite color). You remember my video about my favorite shiny Pokémon right? You inspired me to make it (it’s the second video on my channel that has nothing to do with games). What’s your favorite shiny?

You're thinking a pound. Those are places that take dogs from lots of places, mostly other pounds or breeders (most of which are far less than respectable). Rescue centers or shelters actually rescue dogs when they are abandoned or lost, and take good care of them. Some of these places are non-profit organizations that exist solely off of the donations of kind hearted individuals, in my experience these are the most reliable. Shelters that euthanize dogs are called kill-shelters, while it's true that a lot of these are cruel in some cases they are more humane than a no-kill shelter. If you ever see an animal that needs help, do some research to find the best place in your area to call.
It's good that you've only seen that dog once, from what you said I was worried that he had been abandoned! But if he was in good spirits then it seems you got lucky to just run into such a good boy. Did you say your mom told you to run? Haha, she was probably worried he was dangerous. How big was he?

Do you see the dog often? If you do and your certain it's "wild" look up the number of a rescue center near you, they will bring the dog in and take care of it.
You obviously have a way with animals. Animals have a way of knowing which people are kind and loving :)

By the way, if you want to know the breed it's a haired gray dog, you now rescue puppies or something? That big gray dog is the one I mean.
