Sun Teams are really good in NU at the time this was posted, and Ninetales enables those teams with Drought and utility moves it has. Flamethrower is used for a Fire STAB that is used to chip opposing Pokemon. Encore is used to lock opposing Pokemon into the previous move they used, which can create opportunities to bring in one of the Sun abusers on your team. Encore is also useful to prevent setup sweepers from using it as setup fodder. Healing Wish is useful utility that allows a weakened teammate such as Charizard to be healed so it can break down teams both early-game and late-game at the cost of Ninetales fainting. Memento can be used in the last slot to sacrifice Ninetales to lower the opposing attacking stats of opposing Pokemon, which can allow teammates such as Hisuian Lilligant, Vileplume, Shiftry, and Brute Bonnet to setup. Will-O-Wisp is an option to let Ninetales cripple physical wallbreakers. Sunny Day may be an option so it can setup sun against Snow teams and Manual Rain teams. Heat Rock is used to extend the turns of Sun. You realistically aren't going to use your Tera on this, but for the sake of having a Tera Type on this set, Ghost can be used to block potential priority moves such as Fake Out, Extreme Speed, and Mach Punch, which is useful on the NU ladder.
