What are all of the legendary Pokemon without signature moves?

Note: This is my question so here how I would like this to be answered:
To me Phione is a legendary
Moves that are shared among a trio are okay (sacred sword)

Doesn't matter if you consider Phione a legendary. People are entitled to answer without it if they don't consider it a legendary. Doesn't make a difference if it's your question or Merlin's. There's contradiction, and it's their decision which side they want to take.
You're also entitled to not giving a BA if you dislike the answer. Simple.

Lugia gets Psycho Boost after being purified in Pokémon XD. But Deoxys is still the only Pokémon to get Psycho Boost by level up. Also, Ho-Oh also doesn't have a signature move as Entei gets Sacred Fire from the start
