Does this Bagon have useful IVs for competition?

Question

I got this Bagon and a wanna know if I can use it for competition despite of his Speed and HP IV:

HP: 11
Attack: 31
Defense: 31
Special Attack: 29
Special Defense: 31
Speed: 22

Beleive it or not, got it on a trade.

Also I would like to know if you guys use just one or two maxed IVs and just don't care about others. I mean, would it be a problem for you if you're using a Salamence with really low HP and/or Defenses IVs?

Definitely. It's attack is high, its defenses are bulky, and although it's speed is a little low, it's definitely useable as a powerful Salamence.
