Also, please clarify: is this the egg from Prof. Elm or did you breed?

If you bred Elm's Togepi to get the egg, is your Togepi female? In older generations, female Pokemon won't pass down egg moves.
No. It's a male. Do you think I should breed it once more? Or is it because I bred it with a ditto?
Does the togepi you're breeding *currently* have Extrasensory on it's moveset?
That's the problem..it lost the move when I kept in the daycare
yeah that's it lol, it must have the move during breeding.

If there are too many candidate moves that the baby can learn, they follow this precedent, with each new move overwriting previous ones: ... 4. **Any egg moves known by either parent (or the father only in Gen 2-5).**

Since you mentioned that your Togepi lost Extrasensory, it does not know the move anymore and cannot pass it down to its offspring. To get another Togepi with Extrasensory, you have to breed a female Togetic/Togekiss with a male Pokemon that knows Extrasensory. The easiest way to do this is with a Hoothoot or Noctowl, since Hoothoot learns Extrasensory at level 37 and Noctowl learns it at level 42.

alternative suggestion, breed a female togepi, and then breed the female togetic with another pokemon with Extrasensory.

Protip: always keep the best moves in the last slots when putting them in daycare so they don't get unlearned.
The move relearner can't bring back egg moves prior to Gen 6, so it will be necessary to breed from scratch.
